Multiple required documents

Councils can now accept or reject individual required document files uploaded by the applicant. 

When rejecting an individual file you can provide a reason, which will be displayed against the file for the applicant to see. The required document can also be kept open for further uploads until all files are received. 

Overall, this update enables a more efficient experience for both the applicant and the council.
